The congress was attended by delegates from each district of Timor-Leste and from all the KSTL-affiliated unions, as well as representatives from the Timor-Leste government, Union Aid Abroad - APHEDA, Australian unions and a range of international trade union and labour organisations. Rigoberto Monteiro was re-elected as the General Secretary of KSTL and Jose Conceicao da Costa was re-elected as KSTL President. The congress was an important opportunity to plan the strategic direction of KSTL and its affiliates, and to consolidate the advances made in the Timor-Leste trade union movement over the last two years. KSTL has committed to strengthening its organiser development program, to providing training to members and organisers, and to collecting dues with the aim of becoming self-sufficient. A number of Australian trade unions have reiterated their commitment to KSTL, and 2009 will see the development of new programs with the Timor-Leste union movement.
