HIV/AIDS and Trade Unions in Papua New GuineaUnion Aid Abroad-APHEDA has begun work with trade unions in PNG on the growing problem of HIV/AIDS. HIV/AIDS raises important social and financial implications for trade unions. Because AIDS affects so many people of working age, it seriously threatens trade unions' membership base and staff, while reducing members' contributions. Slower economic growth also means redundancies and slower growth of employment. As a result, union finances will come under increasing pressure, at the same time as sick workers and families require increased help and support. It is therefore extremely important for trade unions to act swiftly and effectively to prevent the spread of HIV/AIDS, and to lobby for treatment for those with the disease. Keeping infected people alive and well, especially parents, so they can continue to live productive lives and take care of the next generation, is not only the compassionate thing to do, but it is also vital for the long-term economic future of trade unions and their members. Union Aid Abroad has been working with trade unions in PNG on the growing problem of HIV/AIDS since 2003. There are now an estimated 50-75,000 cases of HIV in the country - more than 80% of the cases in the South Pacific region. Minimal condom use, urban poverty and the very low status of women fuel the epidemic. The disease is surrounded by fear, stigma, shame and denial at all levels of society. Union Aid Abroad funds the HETURA office of the PNG Trade Union Congress (TUC) and a Union HIV/AIDS Coordinator. This is the first trade union activity focusing on HIV/AIDS in PNG and was an important step in advocating a union response. Following an HIV/AIDS conference in 2003, HETURA has worked with 5 pilot unions to develop strategic plans on HIV/AIDS and provide training for union officials. Other unions are now coming on board to develop responses to HIV. HETURA has also been involved with the ILO in developing an 'HIV in the Workplace Toolkit', which is currently being tested. HETURA has also secured funding from the National AIDS Council for conferences and training activities by the unions. A peer education program, funded by the European Union Sexual Health Project, is also working with the pilot unions. Workplace peer educators are one of the key strategies for raising awareness of HIV prevention and protection of workers and their families. Union Aid Abroad is also acting as a catalyst to link funding for training for the PNG unions and workplace delegates through the International Federation of Building and Wood Workers (IFBWW) and the Australian Council of Trade Unions. In 2004, Union Aid Abroad conducted a survey of trade union responses to HIV/AIDS in the Pacific for ILO and the South Pacific Council of Trade Unions (SPOCTU).
