The Phillipines
Overview
Almost 90% of total employment in the Philippines is in the informal sector of the economy - homebased workers and workers in micro-enterprises employing a maximum of 10 workers, usually subcontractors of big multinational firms or in agricultural work. This sector is overwhelmingly dominated by marginalised women and even children who work for irregular and insufficient incomes, face job insecurity and often inhumane working conditions. The Philippines' largest export earner is labour - over 1,000 Filipinos depart Manila for jobs overseas each day as domestic workers and seafarers.
Union Aid Abroad-APHEDA assists occupational health and safety training through a Manila-based institute which trains workplace OH&S committees from a wide range of unions across a number of industries. Other projects include supporting HIV/AIDS education and care through the support of the Pasasalamat Fund, and trade union training.
Strategy
Like most countries in Asia who have chosen low wages as their comparative advantage in the global marketplace, Philippine workers are suffering as they are being forced to compete with Chinese wage levels. The Government and companies are making every effort to lower wages, extend working hours and de-unionise workplaces to compete globally. This is having a devastating impact on many Filipino families, and 40% of the population live below the poverty line.

History
HIV/AIDS Training and Care 2000-2004
Union Aid Abroad-APHEDA began working with the Positive Action Foundation of the Philippines Inc (PAFPI) in 2000 to support HIV/AIDS training for Philippine migrant workers and to create and support a drop-in centre for those affected by HIV/AIDS. The centre provides care, support, education about HIV/AIDS and safe sex practices, counselling, and therapy for those with HIV/AIDS and their caregivers....
Occupational Health and Safety Training 2002-2003
In 2002, Union Aid Abroad-APHEDA worked in partnership with the Institute for Occupational Health and Safety Development (IOHSAD) for six months to equip 315 workers with OH&S skills, as well as an orientation program on OH&S rights. This was provided to assist the workers in understanding these issues in order to advocate for better working conditions....

Union Aid Abroad - APHEDA has been supporting the Positive Action Foundation Philippines Inc (PAFPI) who provide training on HIV/AIDS prevention for overseas Filipino workers, undertake counselling and training for people living with HIV/AIDS and their families, and run the Abot-Kamay drop-in centre for people living with HIV/AIDS....

In early March Joshua T. Formentera, the Executive Director of Positive Action Foundation Philippines (PAFPI), visited Australia and, while here, held a public talk about the work currently being done by PAFPI to address HIV/AIDS in the Philippines....
